Philippine Plastics Industry Association, Inc. board member of Water Quality Management Area (WQMA): San Juan RS, MANATUTI RS and LPPCHEA RS.

The Department of Environment and Natural Resources – Environmental Management Bureau (DENR-EMB), in coordination with National Water Resources Board (NWRB), shall designate certain areas as water quality management areas using appropriate physiographic units such as watershed, river basins or water resources regions. The said management areas shall have similar hydrological, hydrogeological, meteorological or geographic conditions which affect the physicochemical, biological and bacteriological reactions and diffusions of pollutants in the water bodies, or otherwise share common interest or face similar development programs, prospects or problems.

The said management area shall be governed by a governing board composed of representatives of mayors and governors of member local government units (LGUs), and representatives of relevant national government agencies, duly registered non-governmental organization, water utility sector, and business sector. The Department representative shall chair the governing board. In the case of the LGUs with memberships on more than one (1) management board, the LGU shall designate only one (1) single representative for all the management areas wherein is a member.

The governing board shall formulate strategies to coordinate policies necessary for the effective implementation of the RA9275 in accordance with those established in the framework and monitor the compliance with the action plan.

The Governing Rules of each WQMA Governing Board have been formulated and adopted pursuant to Chapter 2, Article 1, Section 5.5 of the Philippine Clean Water Act (RA 9275) which provides that “the Governing Rules shall be issued by the individual Governing Boards”.

As designated by the Secretary of the Department of Environment and Natural Resources through Administrative Order No. 2012-04 (August 22, 2012), the SJRS WQMA encompasses the following:

  • Portion of Quezon City
  • San Juan City
  • Mandaluyong City
  • Portion of Manila City over which the Governing Rules will apply.

As designated by the Secretary of the Department of Environment and Natural Resources through Administrative Order No. 2018-10 (July 02, 2018), the Malabon-Navotas-Tullahan-Tinejeros RS WQMA encompasses the following:

  • Portion of Quezon City
  • Navotas City
  • Malabon City
  • Caloocan City
  • Valenzuela City
  • Portion of Manila City over which the Governing Rules will apply.

 

 

 

 

 

 

As designated by the Secretary of the Department of Environment and Natural Resources through Administrative Order No. 2018-12 (July 02, 2018), LPP RS WQMA encompasses the following:

  • Portion of Quezon City
  • Pasay City
  • Makati City
  • Taguig City
  • Las Pinas City
  • Paranaque City
  • Muntinlupa
  • Bacoor (Cavite)
  • Portion of Manila City over which the Governing Rules will apply.

 

 

The general functions of the Governing Board are policy making and coordination, financial management, administration, development and monitoring of WQMA concerns.

 

The Philippine Plastics Industry Association Inc. was seated to all WQMA governing board and representing the Private Sector. The principal representative of the Industry to all governing board is Honorary President Peter Quintana.

 

He participates in formulating strategies, coordinate and harmonize policies/local legislation necessary for the effective implementation of the Clean Water Act in accordance with those established in the Clean Water Act framework.

 

Being part of the governing board he functions to:

  • Review and approve the initial WQMA Action Plan prepared by the EMB Regional Office.
  • Assist the LGUs in preparing the LGU compliance Scheme to implement the WQMA Action Plan.
  • Coordinate relevant activities among all its members
  • Undertake projects that will complement national and local initiatives for water pollution control.
  • Initiate and coordinate information dissemination activities pertaining to any river system.
